User defined consumer settings

Defaults to:

• max-buffers <- 0 (unlimited)
• max-bytes <- 0 (unlimited)
• max-time <- 500ms
• event-types <- gst::UpstreamForceKeyUnitEvent Note: force-key-unit events are always forwarded in addition to any of the gst::EventType set through this property

Use ConsumerSettings::builder() if you need different values.
